From a regulatory perspective in the US, yes. XRP should be next.

In terms of market cap and general popularity, no. ETH should be next.

In an ideal world, both sets of spot ETFs should be approved simultaneously.

Both are highly likely to occur within 12-15 months. I'm guessing which one would logically come before the other.
