Unfortunately, some eatery/restaurant owners do this in Sydney (perhaps Melbourne too) to keep costs down, pocket more for themselves and exploit their workers, particularly if they're very young or foreigners.

Point of the story: I don't want the situation here in Australia to regress so much whereby hospo (hospitality) workers are relying on tips.
